# U.S. Approves Potential $2.68 Billion Air Defense Package for Ukraine

U.S. State Department has approved a **potential $2.68 billion Foreign Military Sale to Ukraine** covering air-defense upgrades, missiles, launchers, counter-drone radars and related equipment. The approval was issued in a congressional notification on September 18, 2026, as Ukraine continues to face Russian missile and drone attacks.

## Ukraine Requests Missiles and Counter-Drone Systems

The proposed package includes **S-300 clone missiles, GAM-67 missiles and range-extended laser-guided air-defense rockets**, along with launcher modification kits and RPS 202 counter-unmanned-aircraft-system radars. The request also covers trailers, spare parts, software, transportation and technical support.

## European Contributions and U.S. Financing

If completed, Ukraine would finance the purchase through a combination of **European contributions and U.S. Foreign Military Financing (FMF)** that was appropriated during the previous administration.

The State Department said the FMF portion would be counted as a U.S. capital contribution to the **U.S.-Ukraine Reconstruction Investment Fund** through a 1:1 reimbursement arrangement.

## Sale Still Requires Congressional Review

The announcement represents approval of a **possible sale rather than a finalized contract**. The proposed transaction remains subject to congressional review, meaning the equipment has not yet been delivered under this notification. The State Department also said implementing the proposed sale would not require additional U.S. government or contractor personnel to be assigned to Ukraine.

## Focus on Russia’s Drone and Missile Threat

The package is aimed at strengthening Ukraine's ability to detect and counter aerial threats, particularly missiles and drones. The inclusion of dedicated counter-drone radars reflects the increasing role of unmanned systems in the war and the pressure they place on Ukraine's existing air-defense network.
