European governments are stepping up preparations for a wider security crisis as officials warn that Russia could increasingly use drones, missiles, cyberattacks and other forms of hybrid warfare to test NATO's response.

The developments do **not mean that a European war is imminent**, but they show that governments are increasing contingency planning and civil-defense preparations amid the continuing war in Ukraine.

## Macron Orders Protection for Critical Infrastructure

French President Emmanuel Macron said on September 18 that the Russian hybrid threat facing France and Europe had intensified. He instructed the French government to prepare measures to protect critical infrastructure and sensitive defense-industry facilities against potential drone and cyberattacks.

## Poland Warns of Possible Drone and Missile Incursions

Poland has also raised concerns about potential attacks or incursions involving drones and missiles. Prime Minister Donald Tusk told parliament on September 17 that intelligence assessments indicated Russia could attempt drone or missile attacks against countries supporting Ukraine in the coming months.

The concern is particularly significant for NATO's eastern members, where Russian attacks on Ukraine can occur relatively close to national borders. Recent incidents have already led countries in the region to activate aircraft and air-defense systems as a precaution.

European officials are therefore examining ways to improve air surveillance, counter-drone capabilities and defenses around critical infrastructure. ## Britain Revives Its "War Book"

The United Kingdom is also updating its national crisis planning. The House of Commons Library reports that the government is updating classified contingency plans traditionally known as **"War Books"**, which outline how government departments would respond to conflict and threats against the UK mainland.

The plans are part of Britain's wider **Home Defence Programme**, which is intended to coordinate civilian and military preparations during a serious national crisis. The government plans to test these arrangements during **Exercise ALBISTON SHADOW in 2027**, involving ministers, hundreds of officials and public-sector organizations.

## UK Households Are Being Urged to Prepare

Britain is also expanding public emergency-preparedness guidance. The government's official Prepare website advises households to have basic emergency supplies, including drinking water, non-perishable food, a torch, a power bank, a radio and first-aid supplies, for situations that could disrupt normal services for several days. It is therefore **not presented as a specific warning that Britain is about to enter a war**.

## NATO Faces a More Complicated Security Environment

A UK government statement earlier this year warned that Russian missile and drone attacks around Ukraine's borders could increase the possibility of miscalculation and escalation. London has argued that stronger European air and missile defenses are necessary to reduce these risks.

## Is Europe Actually Preparing for War?

Europe is clearly **preparing for the possibility of a major security crisis**, including scenarios involving attacks on infrastructure, cyber operations, drone incursions and conventional military conflict.

However, these measures should not by themselves be interpreted as evidence that European governments expect a war with Russia to begin imminently. Much of the current activity is framed as **deterrence, resilience and contingency planning** designed to prepare governments and civilians for a range of possible emergencies.
